Woman shot dead by her 7-year-old son in Mongolia

ULAN BATOR, July 10 (Xinhua) -- A 39-year-old woman was accidently fatally shot by her 7-year-old son in western Mongolia, local police said Wednesday.

The incident occurred in Govi-Altai province on Tuesday, according to the province's police department.

Preliminary investigation leads investigators to believe that the 7-year-old boy accidentally shot and killed his mother, the police department said, adding that the boy's 5-year-old sister was seriously wounded in the shooting.

The investigation is still ongoing, the police said, urging citizens to keep their guns out of the reach of children.

As of 2014, a total of around 47,000 guns were registered in Mongolia as a legal property of individuals, with 94 percent for hunting purposes, according to official data from the country's National Statistics Office.

Mongolia installs surveillance cameras on buses to fight pickpockets

ULAN BATOR, July 2 (Xinhua) -- Mongolia has installed surveillance cameras on more than 1,200 public buses in its capital Ulan Bator so far this year to fight pickpockets and ensure public safety, the country's National Police Agency (NPA) said Tuesday.

"Public buses in the capital city are now the most popular target for thieves," the NPA said in a statement. "Therefore, the NPA and traffic authorities have been installing surveillance cameras on the public transport to reduce pickpocket crimes and ensure public security."

There were a total of 1,280 registered pickpocket crimes in the country last year, up 46.6 percent from the previous year, according to the police agency.

The agency noted that one in five bag snatches and pickpocket crimes now occurs on public buses.

69 girls sexually assaulted in Mongolia in first two months of 2019

ULAN BATOR, March 25 (Xinhua) -- A total of 69 girls have been sexually assaulted in Mongolia in the first two months of 2019, the Mongolian Women's Federation (MWF) said Monday.

The statement came after reports were recently made public that an 8-year-old girl had been repeatedly raped by her biological father on a grazing ground.

"A total of 69 girls aged 6-17 have been affected by sexual assault across the country in the first two months of this year. The majority of the perpetrators of the sexual violence are people close to the victims, including their fathers, stepfathers, brothers and relatives," Batnasan Oyungerel, president of the MWF, told a press conference.

"The number of these types of crimes is likely to increase if relevant laws are not tightened," Oyungerel said, noting that more than 290 girls have suffered from sexual assault in the country over the past three years.

"This is the number recorded by police. Nobody knows how many other girls are now crying and suffering from sexual assault behind closed doors," she added.

Divorce and lack of adequate parental care are the main factors for girls to be sexually abused, she said, urging an improvement in the country's family laws related to divorce and parental responsibility.

According to Mongolian law, a man convicted of raping a girl under 14 years old will be punished by imprisonment of 12-20 years or a life sentence. In addition, a man who is found guilty of raping a girl aged 14-18 can be sentenced between two and eight years. Enditem

Drug-related crimes continue to rise in Mongolia

ULAN BATOR, March 16 (Xinhua) -- The Mongolian police have arrested 88 people linked to 29 drug-related crimes in the first two months of this year, local media reported on Saturday, citing the country's National Police Agency (NPA).

"Since 2015, Mongolia has become one of the user countries of drugs. The number of drug-related crimes has continued to increase," said Munkhtur Munkhshur, spokesperson of the NPA.

"A total of 29 drug-related crimes have been registered in Mongolia in the first two months of 2019," Munkhshur said, noting that the figure is almost same to the number of this type of crimes registered in the first half of 2018.

A lack of knowledge about drugs, curiosity, attempting to make easy money and weak law are the main factors for the growth of drug-related crimes, she said.

According to Mongolian law, the person who is found guilty of trafficking drugs will be punished by imprisonment of at least two years. Life sentence and death penalty do not exist in the Mongolian drug law. Enditem

Violence claims 348 lives in Mongolia so far this year

ULAN BATOR, March 12 (Xinhua) -- A total of 348 people have died in Mongolia in the first two months of this year in violent crimes, official data from the country's National Statistical Office showed Tuesday.

The figure is up 22.1 percent from the same period last year, according to the office.

Most of the offenders were drunk while committing homicides, it said.

In addition, 1,500 people were injured in crimes across the country in the first two months of 2019, up 4.7 percent from the same period last year.

A total of 7,400 criminal cases were recorded across the country during this period, representing a year-on-year increase of 0.9 percent.

59 suspects of drug trafficking arrested in Mongolia this year

ULAN BATOR, Feb. 13 (Xinhua) -- The Mongolian police arrested three people in the capital city of Ulan Bator on Tuesday when they were transporting a large amount of narcotic drugs, the country's National Police Agency (NPA) announced Wednesday.

The new arrest makes the number of people apprehended for drug trafficking in the country so far this year amount to 59, the NPA said.

In the latest operation on Tuesday evening, two men and a woman aged 19-32 were detained in Sukhbaatar district in the capital of Ulan Bator and police officers seized methamphetamine worth around 500 million Mongolian tugriks (about 190,000 U.S. dollars) on the spot, the NPA said in a statement, adding that further investigation is underway.

According to Mongolian law, the person who is found guilty of trafficking drugs will be punished by imprisonment of at least two years.

Mongolia's crime cases up 14.6 pct in first 11 months

ULAN BATOR, Dec. 13 (Xinhua) -- The number of crime cases in Mongolia in the first 11 months of the year increased 14.6 percent from the same period last year, according to official statistics released on Thursday.

There were a total of 33,900 registered crime cases in Mongolia in the January-November period, up from 29,600 cases in the same period last year, the statistics from the country's National Statistical Office showed.

Some cases recorded large increases during the period. The number of fraud cases rose by 83.2 percent, robbery by 37.1 percent and embezzlement by 56.9 percent.

In the first 11 months, a total of 30,600 people became victims of crime, 48.6 percent of whom were children and women.

The crime rate per 10,000 people aged 18 or older was 165 in the period mentioned, up 12.2 percent year-on-year.

Mongolian minister sacked after official murdered

ULAANBAATAR: Mongolia's transport minister has been sacked after an official was beaten to death inside his ministry's building in an alleged job dispute, highlighting the graft and cut-throat culture in government employment.
The parliament voted on Thursday (Oct 4) to dismiss Bat-Erdene Jadamba, the minister of road, transportation and development, in the wake of the Aug 9 killing.

Gombosuren Tumurkhuyag, the 38-year-old head of the internal audit department, was beaten to death inside the ministry.
A day later, the head of the state administration and management department, Makhbal Badam, was arrested in connection with the death.
Late last month, the victim's father told reporters his son had been under pressure to resign since February and was killed because people wanted his job.
The suspect was appointed by Bat-Erdene after the minister took office last year.

Members of parliament said Thursday the killing was related to a job dispute.

"A life was brutally taken because of a government position. This case should never be considered just an incident," MP Oyundari Yunden said before the vote.
Another MP, Munkhbat Jamiyan, who was a classmate of the victim's wife, said Gombosuren had told him the pressures he faced six months before his death.
"Makhbal brought the deceased to his room six or seven times to intimidate him in order to appoint a different person to his position," Munkhbat said.
Government jobs are highly sought-after in Mongolia, a landlocked democracy wedged between China and Russia.
The Mongolian Anti-Corruption Authority is investigating a jobs-for-cash scandal after an audio recording surfaced last year in which two officials from the Mongolian People's Party, which controls parliament, discussed raising 60 billion tugriks (US$25 million) to sell government positions.

Mongolian female student, 21 beaten and raped in Florence, Italy

(ANSA) - Florence, September 24 - A 21-year-old Mongolian student was beaten and raped in a street on the southern outskirts of Florence on Sunday night, police sources said Monday.
    A man came up the woman, who is in the Tuscan capital for study purposes, punched her to the ground and pulled her by the hair for a few metres behind a tree before raping her, the sources said.
    The incident took place in via di Varlungo, near the Marco Polo viaduct, police said.
    A 25-year-old homeless man of Romanian origin, Arnaut Mustafa, was arrested in connection with the incident later Monday.
    The man, who has a criminal record, left a pouch with his documents at the place of the alleged rape.
    Police found him in a nearby abandoned building.
    Police said Mustafa's attack was interrupted when a passerby came by, and he fled leaving his pouch with his documents and cellphone.
    Interior Minister Matteo Salvini called for chemical castration.
    "A 21-year-old student from Mongolia has been raped in Florence. The police have stopped a 25-year-old Romanian, of no fixed abode, and with a criminal record," he said.
    "The beasts who rape deserve exemplary punishment and, as in other European countries, the experimentation of chemical castration".

Press release of Mongolian Copper Corporation on its recent court victory

In 2017, Mongolian Copper Corporation LLC (“MCC”) brought an administrative case at the Administrative Court against the Government of Mongolia in connection with its decision with reference number 14, rendered in 2017 in re, inter alia, appointment of the full board members of Erdenet Mining Corporation LLC (“EMC”) and Mongolrostsvetmet LLC (“Monros”) by the state, and second resolution with reference number 07, rendered in January 2018 in re, inter alia, transfer of 49% shares of EMC and Monros to the state and claimed that these administrative decisions by the Government and its agencies have violated the applicable laws and legislations of Mongolia and legitimate interest of MCC.    

The dispute finally resolved by the Supreme court of Mongolia on 19 September 2018 after two and half years and the court reinstated 49% ownership right of Mongolian Copper Corporation LLC in EMC and Monros. Before this judgement, the Supreme court resolved, on 07 December 2017, the case in relation with due acquisition of the shares by MCC and its ownership right of 49% shares. The Government of Mongolia recognized this judgment of the Supreme court and reinstated Mongolian Copper Corporation LLC as the 49% shareholder of EMC and Monros on 28 December 2017.

In accordance with the Constitution of Mongolia and the Law on the Court, the judgement of the Supreme court is final and comes into force immediately. MCC shall advance to have its shareholding rights reinstated in the two companies and further will cooperate with the state shareholder which owns 51% to convey shareholders and board meetings in order to resolve immediate matters of two companies.

As per EMC, MCC shall cooperate with the state shareholder on possible alternatives ways to resolve, among others, the ICBC Standard bank case, decided by the International arbitration court, in the best interest of EMC and recover the damages from those who are guilty. Further, the MCC shall continue its effort to increase efficiency and profitability of the two mines and development of open and transparent mining industry.

Follow up story about arrest of corrupt officials at Ministry of Natural Environment and Tourism

Yesterday, we reported about arrest of 3  officials of Ministry of Natural Environment and Tourism arrested by Anti-corruption agents in the act of receiving bribery.

Now more information about the arrest have been coming out. It appears D.Davaasamba, chief of Environment and Natural resources management department, S.Bayarkhuu, specialist of this department, P.Bunchinjav, chief of Evaluation and Auditing department of the ministry arrested for allegedly receiving bribe from an owner of company. 

It is disclosed that Davaasamba received 150 million tugrug and S.Bayarkhuu 40 million tugrug  from that company for permit to export 600 tons of pine nuts to China.

The case may drag current Minister of Natural Environment and Tourism Mrs.Oyunkhorol who appointed Davaasamba last year as head of this important department in charge of implementation of mitigation of environmental degradation, pollution, appropriate use, protection and rehabilitation of natural resources. 

In addition, the department was responsible for issuing licenses and permits for companies to hunt rare wild life and cut timber, pick fruits and nuts.

D.Davaasamba was working as parliamentary election campaign manager of the Minister before his appointment.

Several sources said the three are suspected of receiving bribes from Chinese businesses that export pine nuts. 

Allegedly, police department of Bayangol district of Ulaanbaatar transferred one case related to a Chinese citizen to Investigation department of Independent agency against corruption (IAAC).

Everything started from complaint filed by that citizen that claimed he was cheated of his large sum of money (about 1 billion tugrug or $ 403,063.00 US) while trying to get permit to export pine nuts. The police considered as case of corruption and transferred it to IAAC.

Based on this lead, the anti-corruption agents began to monitor the suspected officials and then nabbed them in the act this week.

Corrupt officials at the Ministry of Natural Environment and Tourism busted by Anti-corruption agents

Agents of the Mongolian Anti-corruption body arrested and detained 3 corrupt officials of the Ministry of Natural Environment and Tourism of Mongolia on Thursday. This was twitted by Enkhbayar Jadambaa, lawmaker of the State Great Khural or Parliament who congratulated the agents for professionalism.

Agents of the Independent Agency Against Corruption or IAAC conducted special operation and arrested 2 department heads and 1 expert of the Ministry at exact moment of receiving bribes.

It is alleged that these officials were in charge of issuing licenses and permits to gold mining companies, hunting tour operators, logging companies etc.

Currently, they will be detained for 72 hours according to relevant criminal procedure and laws. Court decision will be required for further detention.

One of the arrested officials is D.Davaasamba who is chairman of Natural Resources Department of the Ministry was accused by environmentalists for receiving bribery and kickbacks from hunting tour operator companies.

Senior official of the IAAC confirmed the arrest and didn't provide any comment as  case is under investigation now.

Case of deputy chief of Mongolian state special security authority that beat policeman dropped by court

Chingeltei district court of Ulaanbaatar dismissed case of high-ranking state special security officials beating ordinary policemen at night club.

P.Bataa, deputy director of  Mongolian State special security authority and T.Batbileg, senior officer of the same authority attacked and beaten police patrol while drunk in night club” Face” in downtown Ulaanbaatar in midnight of Dec 18, 2016.

According to local news media, P.Bataa and T.Batbileg tried to run over the policemen with their official vehicle that belonged to State Special security Authority / plate no.00-11 УНҮ/ and tore uniforms and threw away cell phones of the policemen.

State special security officers are long considered “special or privileged” people that often acts above law and abuses and threatens ordinary citizens of the country.

The authority is responsible for guarding government facilities and offices and considered to be a den of corrupt and powerful officials that wear official uniforms.

Criminal case have been launched against the duo under article of the criminal law” hooliganism” and investigated by Police department of the Chingeltei district.

Unsuprisingly, the case was dropped by police authorities after the two violent officials are dismissed from their official positions by the state security authority.

 If ordinary citizens were charged under hooliganism, they usually convicted jail time according to Criminal law of Mongola.

Losing their jobs seems most severe punishment for those government officials long considered “holy cows” that can not be touched by law.

South Korean thief steals golden Buddha statues from homes of Mongolia's nouveau rich

Local media reports that a seasoned South Korean thief with too common name Pak entered homes of Mongolia’s nouveau rich in closed- gated community of Nukht and stole about two dozen golden Buddha statues worth more than 400 thousand US dollars.

It is alleged that Pak entered 6 homes that belonged to people like Chinbat, gold mine boss and owner of Gatsuurt LLC and Mongol TV,  Gundalai, former lawmaker and an unidentified police officer, Orgil, businessman through broken windows.

The report says Pak already managed to ship some of the golden statues to South Korea. During the crime, Pak disabled alarm security system and CCTV camera of these homes.

The stolen Buddha statues are estimated to worth more than 400 thousand US dollars.

Nukht is far from downtown UB and is in mountain valley isolated from traffic and population concentration and home of private homes owned by Mongolia’s famous and rich.

The case is now under investigation by 2^nd  police department of the Khan-Uul district of Ulaanbaatar.

Mongolian thieves arrested after shoplifting spree in Hongkong

Two Mongolian nationals, aged between 34 and 41, were arrested on Sunday after they were caught red-handed during an apparent shoplifting spree in Tsim Sha Tsui. 

The thieves, a man and his female companion, were apprehended outside an H&M store on Canton Road at about 5 pm, Sing Tao Daily reports.

Police were quoted as saying that the duo was using a specially made paper bag to steal brand name clothing items from shops in the area.

An inspection revealed 18 pieces of unpaid-for clothing items inside a paper bag that was in possession of the Mongolians, according to the report.

The stolen items were estimated to be worth HK$5,000 in total.

After intercepting the shoplifters, police took the couple to their hotel room at the nearby Mirador Mansion.

In the hotel room, officers found more than 500 other stolen goods worth over HK$300,000. Inquiries led to another Mongolian member of the gang being arrested later.

The three Mongolians were believed to have arrived in Hong Kong four days ago and engaged in a series of shoplifting capers.

According to the police, the trio used special paper bags with tin foil to avoid detection by anti-theft devices installed at fashion outlets.

It is suspected that they were preparing to ship the stolen goods to mainland China and sell them.

As the Chinese New Year approaches, police plan to increase patrols in the shopping areas to deter potential thieves, said Chan Yun-kam, assistant commander of the Tsim Sha Tsui district police.

The Mongolians who were caught were clearly experienced in their trade.

According to the police, one of the visitors would hold on to a bag while the other would snip off tags from the clothing items with a small pair of scissors when shop personnel were not watching.

It is believed that the group was involved in at least 20 thefts after they arrived in Hong Kong, Ming Pao Daily News reports.

In just three days, the Mongolians stole at least 500 pieces of clothing goods, pointing to a well-planned racket.

Police are looking for possible accomplices after holding the three persons in custody.

Cops nab 7 Mongolian shoplifters in Macau, 7 more on the run

"Macau Post Daily" run a story about police arrest of seven suspects from Mongolia suspected for shoplifting in Macau. 

According to the story the police arrested seven suspects from the Republic of Mongolia on Tuesday for their involvement in a number of shoplifting cases in the peninsula and Taipa this year, a Public Security Police (PSP) spokesperson said yesterday.

The spokesperson announced the case during a special press briefing at the PSP headquarters in Zape.

According to the spokesperson, while investigating a shoplifting case in a shop near the St Paul’s Ruins last Wednesday, police officers quickly identified the seven suspects.
